SANE/SAE Certification Commission (SCC)

Purpose + Goal

As outlined by OAR 137-084-0500 , Oregon SATF facilitates the SANE/SAE Certification Commission for the purpose of approving the certification of registered nurse practitioners and nurses practicing in Oregon who fulfill the requirements to become Sexual Assault Examiners (SAE) and Sexual Assault Nurse Examiners (SANE).

It is the commission’s mission to ensure that nurses and providers who provide sexual assault medical care and conduct forensic examinations in Oregon have the necessary training and qualifications to do so in accordance with the best standards of care using a victim-centered approach.

Objectives

  • To review applications for SAE/SANE certification for compliance to the requirements for education, training, and preceptorships for SAE/SANEs as established by the Oregon Sexual Assault Task Force.

  • To review the applications of SAE/SANEs who have been trained out of state and identify what steps are necessary for them to receive the Oregon SAE/SANE certification.

  • To review recertification applications for certified SAE/SANEs who have maintained continuing education requirements.

  • To review and implement change as necessary to improve the process.

Meeting Dates

SCC meets on the first Tuesday of odd-numbered months. Applications and materials must be received in full three weeks prior to a meeting date in order to be reviewed at that meeting.

We offer optional, drop-in office-hour meetings for applicants, scheduled one week prior to each application deadline. These sessions are designed to help you prepare, seek clarification, and get support before submitting your application. While the focus is on aiding in your submission process, anyone is welcome to drop in and ask any questions related to certification or competency. Please note that these meetings will not involve a full review of your application, as the comprehensive evaluation is conducted by the SCC.

  • Each SCC member plays a pivotal role in upholding the standards of SANE/SAE practice across the state.

    Involvement in the Commission is not just a position, but a commitment to maintaining the highest level of professionalism and care in this critical field.

  • Members of the SCC are entrusted with significant responsibilities. These include, but are not limited to:

    • Participating in meetings held every other month.

    • Conducting thorough reviews of all SANE applications and practice inquiries.

    • Actively contributing to the various related objectives and tasks as indicated.

  • When membership vacancies occur, we seek dedicated individuals who understand the importance of this role and are ready to contribute their expertise and time.

Appointment

SANE Certification Commission (SCC) membership seats are established in OAR 137-084-0500. Members are appointed for two-year terms and have the option to reapply at the end of their term. Seats are not reserved or prioritized for specific local programs or providers*, but rather have been established to create a multidisciplinary and diverse group of individuals who, together, can bring a broad and well-rounded approach to the work of the SCC.

If multiple applications for an SCC seat have been received, each will be considered and reviewed by current members of the SCC, as well as the Oregon SATF Executive Director, and recommendations for appointment will be made based upon a review of each applicant's materials. A CV or resume may be requested in these circumstances to get a better view of each applicant's relevant professional experience and expertise.

Priority will be given to applicants who have a demonstrated ability to support the SCC's mission to ensure that nurses and providers who provide sexual assault medical care and conduct forensic examinations in Oregon have the necessary training and qualifications to do so in accordance with the best standards of care using a victim-centered approach. This includes applicants who:

  • Have a history of contributing to statewide collaboration and partnerships across the field of medical forensic care and sexual assault advocacy and response (including, but not limited to, experience on the Oregon Sexual Assault Task Force's Medical Forensic Committee);

  • Have experience with developing, assessing, and/or implementing best practices and standards for medical forensic care;

  • Have experience working within the state of Oregon for at least 2 years or more, and are familiar with state laws, services, and practices related to sexual assault response;

  • Demonstrate a strong knowledge of Oregon state competency standards and certification requirements for Sexual Assault Examiner/Sexual Assault Nurse Examiner Certification; and,

  • Demonstrate a commitment to improving the medical forensic response to sexual assault in all 36 counties of Oregon, regardless of where they live and work, and an ability to consider the needs, strengths, and challenges facing sexual assault survivors from various geographic areas, communities, and backgrounds.

  • The SCC seeks to support representation from Oregon's underserved communities and this may be a deciding factor when other criteria are also met.

* Statewide agencies that have a specialized role in medical forensic response, such as the Oregon State Crime Lab, may have their own seat.
