Campus Sexual Misconduct Survey Council
Our history: supporting the passage of HB3456 for Oregon’s students in higher education
Sexual violence on college campuses is a crisis that we have the tools to prevent. And, we cannot address a problem without understanding the full scope of what students are navigating.
In recognition that in every four year graduating cohort, over 27,000 students experience sexual violence, Oregon SATF enthusiastically worked alongside Representative Annessa Hartman and team, student leaders from The Every Voice Coalition, campus practitioners from across the state (including advocates, preventionists, Title IX coordinators, investigators, administration, and more), and students across Oregon to champion House Bill 3456 (2023), Oregon’s first Campus Omnibus bill related to sexual violence prevention and response. It’s passage marks a landmark moment in Oregon’s commitment to caring for students in higher education.
You can access the bill in its entirety on the Oregon Legislative Information System (OLIS) website, by clicking here.
Amongst other critical mandates, this bill established Oregon first Sexual Misconduct Survey Council, so that Oregon can capture accurate, campus-specific data about the impacts of prevention work and sexual violence on college campuses across the state. Alongside the survey council, a new position was established at the Oregon Higher Education Coordinating Commission. This state agency now convenes the Sexual Misconduct Survey Council, employs the staff providing guidance for the project, and publishes reports generated by the Oregon Sexual Misconduct Survey Council efforts.
You can learn more about these efforts at the HECC by clicking here.
Purpose of the Sexual Misconduct Survey Council
Coordinated by the Oregon Higher Education Coordinating Commission, the Sexual Misconduct Survey council is "charged with developing a biennial survey on students’ experiences of sexual misconduct and institutional response at Oregon public and private higher education institutions, and with making recommendations for its administration. The first survey and implementation guidelines were released in August 2025. Institutions must administer the survey to their students before August 2027. Summary reports of survey results will be posted when received.
Oregon SATF’s role on the Council
Designated in statute (ORS 350.335), Oregon SATF serves as an advisory body on the board, alongside a designee from the Oregon Coalition to End Domestic and Sexual Violence (OCADSV), under the supervision of the Oregon Higher Education Coordinating Commission’s Policy Analyst for the Sexual Misconduct Survey Council. We advise on applicants to the committee, serve on committee work groups (such as establishing questions for the base survey used by all schools), provide technical assistance to the HECC, and other duties as needed to support the efficacy and success of the survey and council.
